MELBOURNE-ST.PETERSBURG TRADE NEGOTIATIONS, JOHN HELMER & VLADIMIR PUTIN, NOVEMBER 1991

 

In November 1991 in St. Petersburg, the newly elected Mayor Anatoly Sobchak hosted an official visit to the city of Richard Meldrum, the Lord Mayor of Melbourne, and an accompanying delegation of  businessmen and investors from the Australian city.  John Helmer initiated and planned the visit and managed the two official negotiating sessions; the official reception,  and a presentation of Melbourne, its culture, products, and trade potential which was broadcast on television in the city and across the country. It is a well-known part of Vladimir Putin’s biography that he served Sobchak in the municipal government. On June 28, 1991, Putin was appointed head of the Committee for External Relations of the St. Petersburg Mayor's Office, with responsibility for promoting international relations and foreign investments. Five months later the Melbourne mayor and his delegation were among the first westerners to meet Putin in his new role.
